Computer programs that perform sequential dialing with no regard to
listed or unlisted numbers.  They are used by marketeers or by hackers
who wish to harrass someone by repeatedly calling their number and
hanging up.  Hackers also use them to find numbers where modems reside
so that they may come back later and try to hack into the system on the
other end of the modem.
