I've taken a lowest common denominator approach to my makefiles, and they
seem to work with all the makes I have.

Anyway, there is a powerful public domain make called DMAKE.  There
apparently is a smart OS/2 version that will launch several copies of the
compiler to speed up compiles (OS/2 will overlap I/O,  so the end result is
a faster compile).  I haven't used DMAKE in a long time.
