With 4dos, this should work (untested!):
for %a in (*.jpg) do `rem>%{at}name[%a].txt`
This will create a zero-byte *.txt file for every *.jpg file in the
current directory. The "backquote" char is required to keep the
">"
from being parsed at the wrong time.
