Testing has shown this to be common to all fossils, or at least the three I tested, NetFoss being one of them. I tested under two telnet servers, and in each case had the server simply spawn an instance of the command prompt with no fossil, from which internet tools worked fine. In fact, they always work fine, as long as the window wasn't opened "under" fossil (I know there's better terminology for what I'm saying, but the exact nature of this is somewhat new to me). The point being, from what I can tell thus far, Telegard + WinXP (and presumably 2k and NT) = no outbound tcp connectivity for the users. Even if I use WinXP's "start" to cause a completely new window to open, I have no tcp access, which is quite odd since Netfoss appears to "losr track"" of that window anyway. But for certain minor functions I could always cause "start" to open a fresh window with a .bat that unloads the fossil and performs it's task, assuming that it's a task where data can be saved and referenced from anywhere.
