Personally, I IMO, the problem is not that programs store data in the INIs (after all, that is what they were meant for), but that OS/2 has no standard install/uninstall API to manage these details. Once the system has a way to relate INI entries with a program, it is fairly simple to be sure the INIs are cleaned up when the program is deleted.
