Just a minor correction...
California has not placed a limit on the class size in primary grades.
More accurately: Funds have been made available to those schools who
voluntarily comply with certain class size limits. It is worth noting that
the available funding will not cover, completely, the costs created by
meeting the class size limit.
Why has California decided to do this? Well, IMNSHO, and especially since
was initiated by the governor, I think it's a political tactic.
