My experience shows that you can't never have enough RAM.

Has you ever trried to put something into your luggage space (RAM) and 
seen that it does not fit? Does you do a bag into it (shorten the RAM 
more) and then fill the bag because you have more room then? Or puts 
you an baggage handler and fillse the back outside and puts it onto 
your baggage handler (swapper on disk)?

Yeah, you may even - when you're absolutely sure that you never will 
need more than the installed 1GB RAM - memman=noswap into config.sys. 
But as OS/2 is designed to use an addressspace of 4 GB, whenever your 
1GB is full the system will simply crash then.
