Lots don't though.  In fact, Byrne Ford at Springwood (Qld) were
successfully prosecuted last year for doing precisely that.  They were
invoicing sales tax at 21% of the full retail price.  It was proved beyond
any doubt to be intentionally fraudulent too, not just a clerical error as
claimed.
