We 'pulled' welds apart to test their strength(s). If you begin
by certifying the people doing the welding it gives you a 'good
start'. :-)

That argument sounds logical but people are not machines and do
react to their environment. An 'I don't care' management can
seed that attitude down to the people under them.

That is American folklore. I've been a member of the AFL/CIO,
the UAW, the Patternmakers of Greater Detroit, and some office
union more recently and I can guarantee you people _can_ be
gotten rid of. It's just lazy spineless managers who aren't
willing to do what is required to get the bums out of the
workforce.
