This would explain a lot, if it happens.  And I have a feeling
it will.
I just thought of something.  Nowhere in the Constitution is
there any mention of either a procedure or a _need_ for
impeaching a Vice President.  Could Starr indict Algore on
Templegate (or Phonegate, or...), bring him to trial and force
him from office before the House cranks up the impeachment
machinery for the Commander-'n'-Cheat?
This would force Clinton to nominate another VP, who must then
be approved by the Senate...and with the contents of Starr's
report circulating through both houses of Congress by that time
(as it surely will, even if it is officially suppressed),
Clinton would have to either appoint someone who's acceptable
to Republicans, if only to avoid turning the White House over
to Mr. Newt succeeding him the moment he is impeached.

Not just "someone", but a long list of "someones" if his
investigation has been anywhere near as effective as I hope it
has been.

Rather than a poker deck, I hope he's using the kind of cards
that includes "The Hanging Man".

Same here.  I understand he wanted an appointment to the
Supreme Court from either Reagan or Bush, but neither man
would give it to him.  (Which, of course, was why the
Democrats who suggested him as Independent Counsel thought he'd
be _their_ kind of IC.)  He almost certainly won't get on the
Court now -- he's "tainted" by politics, no matter what happens
now -- but there are worse things than going down in history as
the man who brought down a corrupt President and cleaned out
an entire administration.
