They obviously aren't. :-)

Forward slashes and backslashes must be given EXACTLY as they are in the
installation guide.

SET C_INCLUDE_PATH=d:/emx/include

Unless you're doing Obj-C or C++ compiles, this is probably the one in
error, or you've "fixed" it by changing / to \. In short, don't.
