Jerry Solomon is the current head of the rules committee.  He has an A+
rating from the NRA.
But just how arbitrary can he be about this?  I can't recall any gun
control bill that DIDN'T go to the judiciary committee.  Could he
really get away with sending all the gun control bills to, say, the
Agriculture committee?
