The trick is: _you have to do that_. Like in

 echo Now:  %_date, %_time
 set start=%{at}eval[(%{at}date[%_date]*86400)+%{at}time[%_time]+(3600 * %1)]
 set ndate=%{at}makedate[%{at}eval[%start \ 86400]]
 set ntime=%{at}maketime[%{at}eval[%start %% 86400]]
 echo Then: %ndate, %ntime 

This expects an offset in hours as 1st parameter (%1), which can be
negativ. The above will then display the correct date and time.
