be able to grasp that when the time the phone system starts
charging at the peak rate has been shifted an hour towards
midday, that gives another hour at the cheap rate in the morning.

Nope, the sun and curtains arent affected by clock time at all. The
time of day the phone system changes from the cheap rate to the peak
rate does affect the number of hours in the morning at the cheap rate tho.
