This is the work around for Upgrading/Updating US Robitics modems with
the Update Wizard:

OS/2 Warp 3.0 and 4.0:
Issue: Update Wizard locks system. This happens when the program
searches the COM ports for any connected modems.
Solution: You will need a copy of the Cybercomm communication drivers
for Windows 3.x. The file (cyberdrv.zip) can be downloaded from our BBS
at 847-982-5092.
1. Install the Cybercomm driver in a WIN-OS/2 Full Screen session.
2. Edit your config.sys and remark out the current OS/2 communication
driver.(To remark out a statement in your config.sys, add REM and a
space in front of the line you do not want to load. The Comm drivers are
com.sys and vcom.sys or sio.sys and vsio.sys.) Save the file, exit,
and reboot the computer.
3. Install the Update Wizard in a WIN-OS/2 Full Screen session. Then
perform the upgrade or update.
4. Edit your config.sys and take out the remarks you added in step two.
(Delete the REM and space.) Save the file, exit and reboot the
computer.
The next time you want to update the modem, you can start this process
at step two.
