I believe the word "patches" is the wrong way to describe how
cisco fixes things. They release a new version (patched version) or they
tell you to upgrade.

Yes, if one ISP had the patches they could share them with other ISP, of
course that's pirating then..

So the reality is, if you run cisco equipment and you want to stay secure,
you either pay cisco or they make it very difficult to impossible for you
to stay patched. Of all the vendors I have to deal with, it's the most
insane security policy I've come across.
