They are also more in tune with what the EXTRA liability such items bring
upon the local government... when such facilities are not maintained and
then lead to injury and property damage...
Did you crash as a result of broken pavement? ICE or snow on the surface?
Get run into by an unrestrained pet? Garrotted by it's Loooooonnnnggg leash?
Hit by a car that crossed the path at an unmarked crossing? For that matter
did you hit it for the same reason... but from behind an ill placed shrub...?
etc. Etc. ETC.
Not to mention are they budgeting to keep such mandatory facilities open
YEAR ROUND... 24 hours a day...?
