i don't thing concurrencey has anything to do with it... more like JAM
bases created and maintained with FE for years being switched to FMail with
FE no longer in the picture...

one should only need to set up FE, toss messages to JAM bases with FE, then
after some time, switch to using FMail for those bases... it might take a
while if the problem only appears after bases are over a certain size...

the described problem of messages being tossed into the wrong areas might
be related to the number of messages bases allowed? especially if a config
from FE with very large numbers of areas was imported into FMail??
