First thing to check is the phonebook entry that you are using to dial out
(Accessories, Dial-up Networking, select entry, More, Edit). On the Server
tab, presumably you want only the TCP/IP protocol.

BTW you are really slack to be running SP3. Do us all a favour and take the
time to install SP6 and all current critical updates!
