So, Are you saying that if you import an internal modem and customs 
rings you and asks what is in the box so that they can decide what 
to charge you, If you say it is an internal card for a computer you 
pay 21% sales Tax and they don't count it as a modem (7% to 15% of 
sales tax )so they end up with more money than they should get but 
you don't get hassled anymore because they did not record your 
identifying number
