No, any idiot can follow instructions in an email to open a zip file. The
knowledgable users are the ones that can find the on/off switch in Outlook
Express without assistance.

I believe it is a huge hole. While it's true very few people send signed
email, I can get signed email from someone I've never emailed before and
open it no problem. The checking is all so automatic that any idiot can
open signed, hence the danger. It doesn't need to be signed by someone you
know, it can be signed by anyone to get around the view as text
protections.
As for getting around the "ignore digital signature semantics",
perhaps you can point out where it states that in the KB article that
started this thread? I see nothing in that article that suggests view as
text can be turned on universally, it specifically states that it does not
work for signed emails.
