You're both wrong, she was built as a civilian cargo ship. The US Navy
acquired her and turned her into the most up to date "intelligence
gathering" (read *SPY*) ship spying during the 6 day war between Israel
and Egypt. It was during this time that Israel acquired the Gaza Strip
from Egypt.

intelligence ship 'USS Liberty' was steaming slowly in international
waters, 14 miles off the Sinai Peninsula. Israeli armored forces were

One wonders exactly what would happen to an Israeli spy ship was
floating around in the Chesapeake? One doesn't really wonder that
because one knows that said ship would be blown out of the water faster
than the CO could give the order.
