FRS is a limted purpose service which is assigned ( non-exlusive ) use of
some freqs around 462 mhz ( ex 462.55). Some are used by GMRS service ane
some by others, The FRS deviation is spec'd at half the other services so
and the power output is limted. eg the FRS users will not be likely to
interfer with other service users.
I certainly see no way in which FRS represents more radio privacy, It is
more like party_line chit-chat in the background for the other users, and
scanner enthusits will have to put up with reduced volumne for those
intercepts they make. Perhaps the reduced deviation standard/consequent
volumn is what you alude to.
