It's a lot more than just that, and there are some other flaws that are
pretty serious as well. I have a USR8054 802.11g wireless router and I've
discovered that some packet on my network is causing it to constantly
reboot. Still haven't been able to track down exactly what packet or
combination is causing this but it's definitely coming from one of two
machines (I've tracked it that far) and I think may be related to UPNP
(lots of port 1900 traffic coming from the router just prior to the
reboots).

the really weird part is I set this wireless router up as a wireless bridge
so it has no IP address and it's still doing the reboot thing, so it's just
passing packets that exploits the flaw.
