 True, but then the churches would be free to offer a kinder solution.
 Back in Puritan colonies, the church _was_ the school. And it was seen as
 a responsibility of the church to provide the poor with an education. 
 Now that the government has taken over, we have disjointed communities and 
 parents who believe that it is the government's responsibility.
