 From the README that comes with TShell..

RESTRICTIONS AND KNOWN BUGS
.
.
.
The START /DOS command does not work right. CMD.EXE should start a DOS
session, but it incorrectly starts an OS/2 session. Get my STARTDOS
package (STARTD.ZIP) for a workaround.
.
.

 STARTD.ZIP should be available from the same place you obtained
TSHELL. I have not checked into "why" CMD.EXE does not properly start
a Dos session, but since the STARTD package allows much more (Dos
sessions settings to use) than CMD does, it is the prefered method
anyway.

 I suspect that CMD is trying to call the "shell" to determine the
app type and start the session, but the "shell" (PMSHELL) is not up
when running Tshell only.
