You are probably asking for the impossible. Word dynamically adjusts the
footnote space on the page to try to get all the footnotes on one page.
Fitting all the footnotes on the same page with the text where the references
occur may be asking to fit too much into one single page. In that case, the
only alternative is to overflow the footnote text to the following page.
