It's changed with each new version of NT. Basically in NT4 and W2K it meant
someone who authenticates using NT authentication. So if you used IIS's FTP
service it meant everyone logging in to FTP counted as an authenticated
user. If you used a third party FTP server program with it's own
authentication then they didn't count as users. (just to complicate it they
also had the "internet connector" user license for unlimited ftp
users) In Server 2003, they changed that to any authenticated user, so now
even third party ftp servers and mail servers count.
I think they did that to keep people from using third party mail servers
instead of exchange but that's just a guess.
DHCP I don't think authenticates the user so I don't believe that would
count however in server 03 as Rich mentioned there is now device licensing
which may affect DHCP if you choose that model.
