   I would guess that many railroad comm listeners are railroad buffs in 
general, and scanning merely enhances this hobby. *They* will understand much 
of what they hear, even if it didn't excite you. 
 
   As a child, my parents occasionally drove me to an area near the local 
airport, and we'd merely watch the planes gome and go for awhile. (I was an 
aerospace buff even then.) It would've been even more interesting if we 
could've monitored aircraft while watchingn too. (I was also into model 
railroading for a time, so I can relate to that interest as well.)
 
   This tends to differ from file/police/ambulance comms which can be 
fascinating, even if you've no specific interest in those professions....
 
   Again, that's my best guess.
