Assuming they are overlapped, the windward(W) boat must keep clear,
however the leeward(L) boat must allow (W) time and opportunity to keep
clear. The references to proper course(PC) refer to a boat sailing
above or below (PC), not to a boat being forced to sail above or below
(PC) by another.
The situation you refer to happens often, before and after the start
where I race because of the wide PHRF splits.
