  It sounds like somewhere in response to a WM_CHAR message you are
  selectively disabling MN_GAME and MN_HELP.  Disabling a submenu disables
  all of the items on the submenu, regardless of whether they are enabled
  or disabled individually.

  The accelerators continue to work because, AFAIAA, accelerator
  processing checks the enabled state of the individual menu items
  corresponding to the accelerator, not of the submenus that they are
  contained in.
