Nope. Especially nope wrt terrorist war. Terrorist war is not about
territory & holding/controlling it as normal warfare is. It is about
political action. As such political inaction on the aims of the terror
group is a defeat for them. i.e. yes make life more equal etc for NI
Catholics for lots of reasons & that will lead to a gradual drying up
of the sea in which the IRA swim. However no handing NI over to Eire unless
the people there vote for it etc i.e. no to the Irish republican aims.
Given how the IRA is based round those political aims it is as much a
defeat as the capture of Berlin was to the 3'rd Reich.
