If you are talking about windows build in common controls, they are 
localized. If you use the Win95 french version, all the messages are n 
french. If you us the Win95 US version, they are in english. So there 
is not problem as long as you use the right windows 95 version for 
your user.
But if you use an english version for Win95 and a french version for 
your program, you'll have system level messages (including common 
dialog boxes) in english ! No solution for that.
If you are talking about specific Delphi dialog boxes, there is a tool 
at Borland wich does the job to localize them. I never used it.
