;)   No it doesn't.  I have no idea about the contents od the previous
attempts at change. I probably should investigate what was tried before but
I trust the people here who know much more than I do about these things and
the background of previous attempts.

Agreed. I see your point.
I've followed the current proposal on and off for the past year. I think it
has been adequately carried out. Everybody has had his go at contributing
and at giving opinions which have been taken on board or reasoned on why
they were not convenient. That's the main reason I support it.  If it
happens not to be accepted I'll be asking why.
