Quoth FTA-1001, Section 2. Documentation:

   Every Fidonet Technical Standards (FTS) document shall be reviewed
   at least once every two years and revised as needed.

If the FTSC a) exists, b) are doing their job, standards would't expire. 
An expired FTSC document just means it's obsolete and may not reflect
current practises.  Existing software doesn't explode immediately on
expiration or anything.

Number assignments is a Policy issue, not a technical (ie. FTSC) one..  the
technology doesn't give a toss what your number is.
