There's too many unknowns here for me to pass judgement; I
find it very odd that the school would do nothing at all,
for example.... If you, as a teacher, were aware of such
activity, wouldn't you attempt to intervene - wouldn't most
of us?  On the other hand, in order to be consistent , I
have to repeat that the culpability here is the BOYS', not,
ultimately, anyone else's.  If someone had hauled the boys
in front of a judge, I suspect the behavior would have 
stopped; if not, then I guess the boys would have found out
about sexual harassment first hand.....
