I can't help with the mail order for rubber stamps but I can give you some
ideas for removing the embossing powder off the unstamped paper.
Try these:
Wipe the paper first with a sheet of anti static fabric like bounce or fleecy 
or downy or.... the ones you put in the dryier.... I'm told that makes the 
paper less likely to have the embossing powder stitch to it.... 
I gently tap my paper too but there is still that irritaing speckes that 
insist on sticking to the paper...I have a small very pointed paint brush and 
I lightly "brush" them off the paper with the tip... sometimes the flecks 
will stick to the brush tip so I then wipe the tip on my arm sleve to remove 
them off the brush..
