Thanks Doug for your reply. I agreet hat cyclist have to be active in the 
decision making and not just the government. Many who decide the law have no 
direct contact with what they are making rules for. For example the law 
enforcing cyclists to use the path when ever they are present is often 
created by those who allowed money to be used and want to see cyclist on the 
lanes to justify expenditure. If these people were to use the lanes on a 
regular basis they would realize that the paths are not always safe.
