Wrong answer. Most of the libraries that come with EMX do not fall under
the GNU LGPL, so it's OK to sell the programs you build with them (the GNU
GPL doesn't affect code GCC, GAS, Bison etc. produces). Besides, you may
charge for costs and labour: GNU's goal is to free software, not to enslave
programmers.
Anyhow, Gautams question was about Guidelines policy (which I do know nothing off).
