Not really new, just renamed. 7 frequecies, each halfway 
between the corresponding GMRS frequencies. Power limited 
to 4 watts or less. The privacy part is only the use of 
PL codes. Only means that YOU don't have to hear other 
people, NOT that they can't hear you.
