Well, a quick check of tcob1.net on port 25 gives me:

220-Welcome! This system does not accept Unsolicited Commercial Email and will
220-blacklist offenders through RBL and our internal list. Have a nice day!

and mail.tcob1.net port 25 gives me:

telnet: Unable to connect to remote host: Connection refused

kia:~# telnet mail.tcob1.net 110
Trying 69.10.152.64...
telnet: Unable to connect to remote host: Connection refused

so...  Thats what I see... mail.tcob1.net isn't resovling, or there isn't
anything answering on those ports.
