Yes, but not on the same level as Linux distributions, even Knoppix which
has to fit on a single 700M CD-ROM. You don't get compilers and an office
suite in a normal Windows install.

At an additional cost, that is, although OEMs usually get really cheap
prices for addon packages to Windows.

But we were only (as a joke) talking about the time it took to install
Knoppix compared to Windows. If I install Windows and Office and what-not,
that's going to take a lot of time. :)

I wouldn't touch Windows myself for several reasons, including the fact
that it costs money of which I don't have enough to throw out of the window
(no pun intended). Other reasons are it's security record (lots of holes
and no swift response to them) and the fact that I can't play with the
system to my heart's content. :)
