Oh .. it seems this is more complex than USA President election

I see. Well, what does prevent to follow this procedure with a little more
of amendments ? De we have deadline for this particular amendment ?

Does it really matter who conducts the poll ? I think the main aim of the
poll is to study opinions and I think it doesn't depend on who runs poll.
