it depends on what the task at hand is... in most cases, just the existance
of the file is good enough, no matter the size...
however, in the days of yor, one was concerned with drive consumption... if
you create a 1 byte file on a drive that has 32k (32768) byte allocations,
then you have wasted 32767 bytes... the creation of a zero byte file
results only in the consumption of a file allocation table entry and no
storage space consumption...

i can't say that i've ever heard of rem>del... i can say that there are
variations on the method, though... in some cases, you have to put the
redirection character(s) flush against the rem or echo command... in other
cases you can leave one space... in still other cases, you must use the
dot... on some systems, there's simply no way to create a zero byte file
unless one uses a tool other than rem or echo...
