I would generally disagree with that, especially on cases where the PS and
fan are mounted at the top where the hot air is already sitting waiting to
be 'skimmed off'. Why blow the hot air back down where it naturally
doesn't want to go?
The fans at the bottom of the case can handle pumping in the denser cooler air.
