Like many Windows features, that concept is a bit vague and is poorly
explained. I believe that the definition has also varied somewhat, so my
comments may no longer be relevant...

Anyway, for simple stuff like accessing files in a share on a server, I
think you can measure concurrent users by viewing the Sessions that
currently exist on the server. Computer Management, System Tools, Shared
Folders, Sessions.

There is an idle disconnect time (15 minutes default, I think). So, if a
user briefly access a file share on a server, the user will have a session
for 15 minutes.
