You're not including the graphics library. The easiest way to do it is
to create a project. After creating the project, enable the graphics
lib. In BC++ 3.1, you look under Options/Linker/ Libraries and check
the Graphics Library check box. It may be slightly different under
TC++, but should be fairly close.
