THE CAGE:

CORBOMITE MANEUVER:

So, you see, early on, there was no concept of Starfleet or a Federation. 
The Enterprise was an Earth Ship.  In the Naked Time, "Earth
Science" needs the information.  Charlie X is to be taken to Earth
Colony 5.  Earth Colony 2 is mentioned in WALGMO.  In Balance of Terror,
the Romulans attack Earth outposts, and refer to the Enterprise as an Earth
ship.  In Arena (which DOES mention the Federation), Cestus III is
described as an "Earth Outpost".  As late as Taste of Armageddon,
the Enterprise is called an Earth ship, and Fox an Earth Ambassador.  The
idea isn't really completely discarded until Season 2.
