Absolute easiest way that I know of personally is to download GameSrv
http://www.mannsoft.ca  and  NetFoss http://www.netfoss.com  

Use GameSrv as the telnet server and NetFoss as your fossil driver.  Works
really well together.  You can find setup instructions on using GameSrv and
NetFoss on NetFoss's website.  I use it to run PCBoard on port 2000 as a
testing system.  I've run PCBoard and WWIV with it successfully so far.  I
haven't tested Telegard, however it is on my list and I see no reason why it
should not work.
