I agree about *feral* cats, but I would like to enlighten you a bit 
about domestic cats. Anyone who "owns" a cat will tell you they are a 
very independent animal. Some of them choose to stay indoors, but some 
insist on going out. Short of installing double sets of security doors 
and never opening a window, you are not going to keep them inside. They 
will go out and come back pretty much as it suits them.
I would hope that you look very closely to check for a collar before you 
shoot.
